Useful information: updated medical guidelines, non-working days for staff on partial furlough, reminder of the exceptional arrangements for carrying over leave

  • Update of the medical guidelines

As we enter phase 2 of lockdown exit and the related government measures come into effect, an updated version of the medical guidelines has been published.

Please note: staff who have to look after children under the age of 16 whose schools are not reopening should send the HR Department (by email to paie@pasteur.fr, copying in their local HR contact) a document issued by their child(ren)'s school indicating the decision not to reopen or to reopen progressively. This document should be obtained directly from the school.

In addition to these medical guidelines that are applicable on campus, you can consult the practical documents issued by Santé publique France that contain official recommendations on what to do if you come into contact with someone infected by COVID-19 and if you experience symptoms of the disease (for example when and how to get tested, how long to self-isolate, etc.).

  • Recording partial furlough days and half-days in the HR portal for May and June 

With the lockdown exit strategy only beginning on May 11 and activities on campus resuming gradually, some staff still have a reduced workload. The partial furlough scheme remains necessary to offset ongoing expenses, since it allows the Institut Pasteur to request a compensation payment for the hours employees are unable to work.
 
At the beginning of May you received a message informing you of a reduction in your workload in connection with the introduction of the partial furlough scheme. Since the beginning of May, we have therefore requested that you record partial furlough leave days in your HR portal on the basis of your actual workload during this period, according to the following situations:
 
• If your percentage reduction in working time has not changed from that indicated in your original email, you should enter the corresponding number of days or half-days.
• If your percentage reduction in working time has been adjusted downwards following discussions with your manager, you should enter fewer days or half-days, corresponding to the new percentage.
• If you have resumed full-time work following discussions with your manager, you do not have to enter any partial furlough days.
 
If you have not yet entered your days for May, you can still do so, and it is important to record these days. Please enter them as soon as possible.
 
You should also enter your days or half-days under the partial furlough scheme for June, in accordance with your percentage reduction in working time, if possible by June 15.
 
If you need to make any adjustments to your schedule at a later date you can always do so up to July 10.
 
We would remind you that the partial furlough scheme and the non-working time recorded have no impact on your salary. The full salaries of Institut Pasteur staff affected by the partial furlough scheme are maintained, unchanged, and paid on the usual date; the compensation payment is topped up by the Institut Pasteur to guarantee 100% of each employee's net salary.

  • Reminder of the exceptional arrangements for carrying over leave

Following the decision of the senior management team on March 27, 2020, any unused paid leave for the period 2019-2020, up to a maximum of 10 days,* can be carried over beyond May 31 to a date determined on the basis of your work situation during the lockdown, as follows:

•    Situations 1 and 2: any unused leave days must be taken by June 30, 2020.
Situations 1 and 2 concern employees who stayed at home but were unable to work because their job could not be performed remotely, and employees working from home with a reduced workload because of the lockdown and the focus on critical priority activities.

•    Situation 3: any unused leave days must be taken by August 31, 2020.
Situation 3 concerns employees working from home during the lockdown period who continued to work full time during this period.
Please note: Support or scientific staff who worked from home full time during the lockdown period are in this category.

•    Situation 4: any unused leave days must be taken by September 30, 2020.
Situation 4 concerns employees with an active role in priority COVID-19 activities on campus (CNRs, CIBU, priority Medical Center activities, research units on COVID-19, other critical projects, animal facilities, technological platforms, and research support staff who came to campus on a regular basis).
* Any remaining days of paid leave over and above the 10 days that can be carried over will be lost on May 31, 2020.

How leave carried over will be displayed in the HR portal

Any leave carried over will only be visible in the HR portal from the beginning of July in the "Report de congés" (leave carried over) category, but any leave taken will be deducted from this category (even if it is not yet visible in the HR portal).

If you have any doubts as to which of the four situations you are in, you should confirm your situation with your line manager.

Finally, we would remind you that it is important for you to rest during the summer period by taking leave, after first consulting your line manager to establish a leave schedule.
