Implementation of the security master plan

Given the nature of its missions and activities, the importance of its research and also its geographical location, the Institut Pasteur has to strike a fine balance between the need for flexibility in its scientific activities and the safety of staff and research. This balance must also comply with an increasingly stringent regulatory framework of best practices for biological safety and security, designed to ensure the protection of scientific and technical potential and the protection of people. In 2014, the senior management team therefore launched discussions on how to step up safety by strengthening both resources and procedures. This initiative, coordinated by the Technical Resources and Environment Department in cooperation with scientists and staff representatives, has resulted in the development of a security master plan with two main priorities: strengthening video surveillance and securing campus access points.

Efforts to strengthen video surveillance, finalized in summer 2016, particularly focused on improving surveillance at campus access points and sensitive areas, to protect the safety of people and goods. Video surveillance cameras have been installed in the entrance halls of sensitive buildings, in some highly sensitive premises and at external access points. These cameras were installed in compliance with strict regulatory and legal requirements. The general public and staff are informed by a pictogram that they are entering a video surveillance area.

Securing access points has required the installation of new traffic filtering systems at the various campus entrances and the replacement of badges and the IT systems used to scan them. Extensive roadworks have already been conducted for the creation of new campus access points, such as the ongoing construction site at 26 rue du Docteur Roux. The provisional schedule for implementing this section of the master plan involves opening four access points as follows:

  • the creation of a new access point at 26 rue du Docteur Roux in March 2017

  • the creation of a new access point at 23 rue du Docteur Roux in March 2017

  • strengthening of the access point at 28 rue du Docteur Roux in May 2017

  • strengthening of the access point at 25 rue du Docteur Roux in July 2017

Each access point will have two turnstiles (like the temporary systems installed at 25 and 28 rue du Docteur Roux) and specific access facilities for people with reduced mobility. Pedestrians entering and leaving campus will be required to scan their badges using the readers at each access point. The plan also provides for automated vehicle access for staff via badge readers and the introduction of new campus traffic flow arrangements, currently being finalized, to facilitate the flow of pedestrian and vehicular traffic.
