On Tuesday, July 22, 2025, a strategic partnership was officially signed between the Institut Pasteur, represented by François Romaneix, Executive Vice-President, and the ALFI association (Association for Housing for Families and Individuals), represented by Guillaume Brugidou, General Delegate. This signing, which took place in the presence of various involved departments and representatives of PhD students, marks a concrete step forward in expanding access to affordable housing for young scientists on campus.
This partnership allows for the provision of 30 additional housing units over three years in two residences located in the 13th and 14th arrondissements of Paris, under particularly advantageous conditions. It is fully aligned with the momentum driven by the Senior Management as part of the Pasteur 2030 strategic plan, particularly the actions undertaken to support PhD students and early-career researchers facing increasing challenges related to housing and the cost of living in the Île-de-France region
A strong commitment to supporting PhD students
This initiative follows a survey conducted in March 2025 among PhD students on campus (Paris 15 campus, IDA and Lyon sites). The survey revealed high levels of stress linked to financial insecurity, especially regarding housing and food. In response, several measures have been implemented:
• 35 additional housing units secured since January 2025 (including the 30 units made available through ALFI)
• Doubling of emergency scholarships to meet 100% of requests
• Continued reimbursement of university tuition fees for currently enrolled PhD students
• Expansion of housing partnerships, notably with Nexity Studea
ALFI accommodations: practical, secure, and affordable
The ALFI housing is available to scientists aged 18 to 35 who are either employed by the Institut Pasteur or have a hosting agreement. The accommodations are distributed as follows:
• 20 furnished units (9 to 11.9 m²) at the Tolbiac residence (13th arrondissement), with shared kitchen and dining areas
• 10 furnished studios (12.4 to 13.7 m²) at the Dolent residence (14th arrondissement), each with a private kitchenette.
All units are fully furnished, connected to WiFi (free at Tolbiac), and secured. Rent, including all utilities, ranges from €450 to €550/month, with possible reductions through APL (personalized housing assistance).
A growing housing policy
With its various partnerships, with the Cité Internationale Universitaire de Paris (CIUP), Nexity Studéa, and ALFI, the Institut Pasteur’s housing offer has grown from 60 units in 2024 to over 95 in 2025 and is expected to continue expanding. Additional solutions are currently being explored to better address the needs expressed by all young scientists on campus.
