Annual mandatory negotiation: signing of a memorandum of understanding (MoU)

The senior management team would like to inform you that the mandatory annual salary negotiations for 2023, held between the management and trade unions, were concluded with the signing by a majority of a memorandum of understanding.

During these negotiations, the management team was keen to hear the demands of the unions and to adopt strong measures applicable to all employees in response to a difficult economic environment dominated by high inflation.

This memorandum contains several measures for the Institut Pasteur's employees which were outlined in Stewart Cole's general email of November 21. (See below)

The Institut Pasteur management team and the trade unions that signed the MoU reached a compromise over the significant measures that you can read about in the memorandum which, in particular, states the dates and terms for implementation.

 

Message from Stewart Cole: Completion of the Annual Mandatory Negotiation on salary increases

Dear all,

The final meeting of the Annual Mandatory Salary Negotiation was held on Thursday 17 November 2022.
 
Following lively exchanges between the management and the trade unions common ground was found.
 
In recognition of the commitment of the Pasteurians, I proposed an improved amendment, which was submitted to the trade unions for signature until Wednesday 23 November.
 
The compromise we reached allows us to act swiftly in response to the economically difficult situation resulting from rising inflation and to reassure the Pasteur community of our commitment.
 
In accordance with the trade unions' request, we have increased salary via an index increase, ranging from +30 to +20 points depending on the salary level, i.e. between €150 and €100 gross per month, with effect from January. This strong measure represents a permanent and sustainable improvement in salaries.
 
This measure is in addition to the collective bonus announced in December, the terms of which I would like to remind you: payment of a collective bonus for all employees, net of contributions and tax, up to 3 SMIC (i.e. €58,963.47 gross, reference period) within the framework of the value-sharing bonus. This bonus will be paid according to the following scale:
•    €1,000 net for gross annual salaries of less than €30,000,
•    €900 net for gross annual salaries greater than or equal to €30,000 and less than €39,000,
•    €800 net for gross annual salaries greater than or equal to €39,000 and less than €58,963.47,
•    €800 gross (subject to contributions and tax) for salaries above €58,963.47 gross.
 
This bonus will be paid with the December pay, while respecting the seniority conditions (more than 6 months at 100%, less than 6 months at 50%).
 
In addition to these two exceptional general measures, there will be an individual increase envelope of 2.3% (including 0.2% for promotions), as in 2022.
 
Furthermore, I would like to remind you that the salaries of PhD students and post-doctoral fellows employed by Institut Pasteur will be raised by 4% and 8% respectively as of January 1st 2023.
 
Finally, the agreement provides for an increase in telework compensation of €2 per day.
 
Beyond these salary measures, and in a post-Covid context that is difficult for everyone, we need to forge a new relationship, to find cohesion and confidence on campus in order to move forward constructively both in our current activities and in our future projects.
