Institut Pasteur and Université de Paris: publication of statutory amendments for the two institutions in the French Official Journal

On June 30, Christine Clerici, President of Université de Paris, and Stewart Cole, President of the Institut Pasteur, formalized the links between their institutions in pursuit of a joint scientific strategy.
 
This partnership with Université de Paris includes an institutional aspect, with representatives of each of the two partners sitting on the other's statutory bodies.
 
This led to an amendment to the articles of association of the Institut Pasteur Foundation to enable Université de Paris to sit on its Board of Governors and participate in the Institut Pasteur's General Meeting board.
 
The Board of Governors approved these statutory amendments by the required majority of three-quarters at its session on May 26, 2021. The General Meeting board then followed suit on June 14, approving the amendments by a majority of two-thirds of the members in office.
 
Following the standard review process, and once the Interior section of the French Council of State had itself given a favorable opinion, the ministerial decree approving this statutory amendment was published in the French Official Journal on December 11, 2021.
 
For Université de Paris, the decree enshrining its association with the Institut Pasteur and amending Université de Paris' articles of association to allow Institut Pasteur representatives to sit on its governing bodies was published on December 17 in the Official Journal.

Back in 2019, this same statutory decree (which has just been amended to enshrine the Institut Pasteur's association with Université de Paris) was the subject of an application for annulment lodged before the Council of State by Paris 2 Panthéon-Assas University.

In a decree dated December 29, 2021, ruling this time as an administrative court, the Council of State officially approved the creation of the new university establishment formed from the merger of Paris Descartes and Paris Diderot Universities, together with the integration of the Institut de physique du globe de Paris (IPGP) by decree 2019-209 of March 20, 2019 establishing Université de Paris.

However, considering that the chosen name could imply that the new institution is the sole successor to the former University of Paris, the Council of State annulled the section of the statutory text relating to the name.
This legal decision in no way calls into question the creation of the new university or the process by which the Institut Pasteur has been associated with it. It simply means that a new legal name needs to be adopted as soon as possible by the university's governing bodies and then approved by the French Ministry of Higher Education, Research and Innovation. This procedure has been announced by the university.
