New COVID-19 employer certificate for traveling to work
The French government has issued a new version of the compulsory certificate for travel between home and work during the period of confinement (justificatif de déplacement professionnel).
For staff currently working on campus or needing to come to campus over the next few weeks for the Institut Pasteur's priority activities, this document, prepared by the Human Resources Department, is now the only paper you need when traveling to and from work. You no longer need the self-declaration form (attestation de déplacement dérogatoire) in addition to this certificate to come to the Institut Pasteur campus.
Please make sure you print this new employer certificate as soon as you receive the email sent by the Human Resources Department to all staff concerned (by Monday March 30 at the latest), and carry it with you when traveling to and from work.
The certificate will be valid until April 28, 2020, following the recommendation by the Scientific Council that the confinement should be maintained for a total of at least six weeks.
The principle is the same: in accordance with the decisions by the French government, we would remind you that anyone at risk of developing a severe form of infection* must stay at home. But since March 23, there has been a change in the procedure for these individuals to report their leave of absence:
1/ From now on only the following people should report their leave of absence directly on the website of the French health insurance authority (assurance maladie) (declare.amelie.fr):
- pregnant women in their third trimester
- employees recognized as having one of the following long-term health conditions
These people, whose state of health warrants a leave of absence, can request permission to be absent from work, for an initial period of 21 days, via the website declare.ameli.fr. The leave of absence may be applied retroactively from March 13.
The aim is to facilitate the procedure and avoid burdening family physicians with the task of issuing leaves of absence.
2/ Other people at risk of developing a severe form whose duties cannot be performed remotely (who therefore do not have the option of working from home) should contact their family physician, or another local doctor, so that he or she can assess whether a leave of absence should be issued. If so, the medical certificate should be sent to the Payroll Department: paie@pasteur.fr
The occupational psychologist is available for any issues relating to prevention or psychological support during this period.
• Prevention: reorganizing priorities when working from home, teamwork difficulties, identifying resources, etc.
• Support: dealing with uncertainty, feeling lost, disruption, exacerbation of anxiety and worries, isolation, etc.

- Tuesdays, Wednesdays and Thursdays
- 9am to 1pm, and 2 to 6pm

Confinement, working from home, coming to campus for priority activities – the day-to-day reality of this unprecedented situation is very different from one Institut Pasteur employee to the next. Latest news on the extension of residence permits/application receipts/long-stay visas
In light of the current circumstances caused by the pandemic, a new decree has been issued changing the validity period of residence documents.
Staff holding residence permits with an expiry date between March 16 and May 15, 2020 will be given a three-month extension. Even if their permit expires, they can continue to work (from home if they are not needed in person on campus) and to enjoy social protection for three more months.
Which documents are covered?
- residence permits (of any type, except for special residence permits issued to foreign diplomatic and consular staff)
- receipts of residence permit applications (récépissés) - long-stay visas - proof of asylum applications
Foreign nationals whose permit has expired and who have been given a three-month extension are advised not to leave France during this time as they may have problems returning to the country.
We would remind you that prefecture appointments for individuals applying for residence permits have been suspended until further notice.
All visa applications (short-stay Schengen visas, long-stay visas for France and visas for overseas territories) have been suspended. Visa applications that have already been submitted and applications for which an appointment has already been made are also suspended.
The Human Resources Department has compiled an HR FAQ, which is now available on this dedicated page. The FAQ will be regularly updated to take account of situations encountered by staff and questions raised.
The Institut Pasteur has been informed by the French postal service that in view of the current circumstances, the mail delivery schedule will be changed as follows:
As from March 30, the postal service will only be operating three days a week: Wednesdays, Thursdays and Fridays.
There will therefore be no deliveries of mail or other items (e.g. samples for the CNRs, parcels, letters, etc.) on other days.
There will still be a daily collection of mail deposited at the Logistics Department, operated by a service provider (subject to change).
