  • COVID-19: measures for the resumption of activities on campus in September

As Paris and the Greater Paris region are active circulation zones for the virus, the PBRP Committee has decided to maintain the measures stipulated below to both protect staff and ensure optimal working arrangements.

As a result, the following measures have been in effect since Monday August 31 and until further notice:

1/ Strict compliance with compulsory hygiene and social distancing measures on campus:

• Wearing a mask on all campus premises, including shared offices, shared laboratories and meeting rooms and when walking between buildings. Masks used on public transport must be disposed of and changed as soon as you arrive on campus. Since August 31, masks are distributed every day from 9.30 to 11am in the room 28-01-01e of the François Jacob building (building 27);
• Physical distance: maintaining a distance of at least 1 meter between individuals;
• Washing your hands regularly with soap or hand sanitizer;
• Airing offices for 15 minutes two to three times a day where possible, or using air purifiers if the Risk Prevention Department deems it necessary;
• Cleaning any surfaces of your work station that come into contact with your hands and any shared spaces with 70% alcohol several times a day.

2/ Working arrangements:

• Working hours and alteration of working hours:
To avoid rush hours in public transport, there is broad tolerance regarding the times staff arrive and leave with the option of amending your usual working hours in conjunction with your line manager.

• Exceptional authorization to work from home: for a maximum 1 to 3 days a week for staff as long as their position and tasks can be performed at home.
The number and different days worked from home must be decided and scheduled with line managers to ensure the most suitable working organization for the department: need for physical presence, maintaining social links, team meetings, rotations, etc.

• For those at risk of developing a severe form of COVID-19, as identified by the French High Council for Public Health (HCSP)*, remote working is recommended. For those who are unable to work from home, the resumption of work is contingent on the implementation of enhanced hygiene measures: scrupulous hand hygiene, strict compliance with physical distancing and wearing a medical mask (surgical or FFP2, not a general-use mask).

3/ Meetings

The maximum number of people permitted is specified in Outlook when booking rooms. This maximum number and the strict hygiene and distancing measures are displayed at the entrance to each meeting room.
• Regarding the use of lecture halls (CIS, François Jacob, Émile Duclaux, Agnes Ullmann), permission from the PBRP Committee is required.
Informal gatherings (leaving parties or PhD celebrations, etc.) are not permitted on campus.

4/ Hosting visitors, interns and retired scientists:

External visitors are allowed onto campus for professional reasons – including seminars – , up to three people per appointment, unless special permission has been given by the PBRP Committee to exceed this number;
Interns may once again be hosted on campus, as long as they are supervised, they comply with distancing and hygiene measures and they have permission from their supervisory authority;
Retired guest scientists are allowed on campus, as long as they comply with the distancing and hygiene measures outlined above.

5/ Parking on campus:

To facilitate staff vehicle access and parking on campus for staff, campus can be accessed by car, motor scooter, motorbike or bicycle between 7am and 9pm, at the entrance points at 25 and 28, rue du Docteur Roux. Please comply with the following recommendations to optimize parking:
• Vehicle registration or temporary authorization by email has been suspended. You will be asked to present your badge to open the barrier.
• Parking in car parks is requested.
• In the case of heavy traffic, parking above ground is permitted as an exceptional measure provided that the following rules are complied with:
• No parking:
- that blocks roads or paths
- on pedestrian walkways
- in front of building entrances or emergency exits
- on firefighter access ways or in front of emergency devices (fire hydrants, extinguishers, etc.)
- An emergency contact number must be in view on the vehicle dashboard (template distributed at entrances and available on Webcampus).

6/ Company restaurant:

To ensure safety and sufficient physical distancing, opening hours have been extended from 11.30am to 2.30pm. We would ask you to speed up your lunch and leave room for a greater number of staff. In the event of crowding, people will be asked to wait outside the canteen and staff inside the restaurant will be guided and monitored by a security officer.

7/ Séminaires de départements et soutenances de thèse :

Seminars can resume on campus starting in September provided that staff observe the guidelines sent by the Department of Scientific Affairs on July 31. The rules stipulated in item 3 must be complied with. For thesis defenses, tolerance for the maximum number of external guests permitted to come onto campus has been increased to 10 as an exceptional measure, so that the thesis committee members and some family members can attend, but the maximum capacity of the room booked for the defense should be taken into account. This capacity may under no circumstances be exceeded.

8/ Business trips:

Measures relating to business trips abroad as described in the July 10 newsletter continue to apply.

Lastly, any extraordinary situation will need to be assessed by the management and the PBRP Committee on a case-by-case basis.

We would remind you that, regardless of our specific role on this campus, we all have a responsibility to protect ourselves to ensure that in turn we protect our family and friends and keep the Institut Pasteur clear of any new infection.

These measures are valid since August 31 and until further notice and may be adjusted as the health situation develops.

  • Distribution of masks

Please note that since Monday, August 31 the distribution of masks takes place in the room CFG 28-01-01E in the François Jacob Center.

The hours of operation remain the same: 9:30-11am

Masks will be distributed in boxes of 50 for a period of 2 weeks, which means 4 surgical masks per day: one for their arrival by public transport, one for the morning, one for the afternoon and one to return home in the evening. Masks used on public transport should be disposed of as soon as you arrive on campus. Dedicated bins for this purpose will be placed at the campus entrances.

Be careful to lock your masks: in case of theft, we will not be able to replace them.

 

  • Health safety improvements

Some health safety improvements have been implemented :

New bins for masks collection have been deployed at the entrances to the Institute (rue du Dr Roux, rue de Vaugirard and rue Falguière). These larger bins, equipped with a fully closing lid and a pedal to operate the opening, are there to collect the mask worn on public transport (train, bus, underground).
• Please remind that the mask worn on public transport must be removed as soon as you enter the campus and replaced by a new one.
New pumps were installed on the hydro-alcoholic gel dispensers located at the entrances of the Institute and the buildings. These pumps are more efficient than the previous ones and should make it easier the use of these devices. With the heat, the gel was thicker and more difficult to use, the situation should improve quickly.
"Physical distancing" markings in the restaurant and in cafeterias (Le bien fait and The 25). Last week, a physical distancing markup was improved in the restaurant.

Reminders:

• You must keep, as much as possible, one meter between you and your neighbor when you are on the self-service stands (please choose your menu at the entrance to limit your shifting).

• You must keep one meter between you when you are seated at the table.

• Your mask should not be placed directly on the table.

• If you have to get up (to get water) you should put your mask back on.

• A remind poster “ here, the mask is mandatory” was stick at the entrances of the Institute as well as at the entrances of the buildings.

  • Guidelines in the event of contamination of premises by an individual with SARS-CoV-2 infection

The purpose of these guidelines is to define the alert procedure and organization of the different operations to be implemented with the relevant stakeholders, in order to ensure, as necessary, and within the shortest possible time, biocleaning of premises, following notification by the Occupational Health Department (SST), and after the patient's agreement, of an onsite case of a person suspected or contaminated by SARS-CoV-2.

If the notification occurs during working hours (8.30am to 5.30pm) the first steps prior to biocleaning will be immediately taken. If the notification occurs outside working hours, the initial steps will be taken the following day or next working day (after weekends or public holidays).

  • Installation of Hygiabox units

Airing your workspace is vital for getting rid of any pollutants in the air, whether gases or particles, allergens or microbiological contaminants. To this end, the General Services Center will be distributing Hygiabox units in a series of predetermined locations between now and mid-September. The Hygiabox initiative, adopted because of the health context associated with COVID-19, complements the installation of Dyson air purifiers on campus premises since July 6.

The Hygiabox is a product designed and made in France. It is a smart unit with tried and tested state-of-the-art technology that indicates how well aired your room is and gives you an idea of the quality of the air that you are breathing.

The concept is simple: the unit displays a color. If it is green, your room is well aired. If it is red, the room is not sufficiently aired and there is a risk of a deterioration in air quality. You simply need to open the window if there is one. If your room has a mechanical ventilation system, this is probably the source of the problem. You should call the technical department to address the problem so that the box displays green again.

To ensure that your Hygiabox is working correctly, make sure that you do not place it:

  • Near a window or any other opening letting in fresh air, which may skew the measurements of your Hygiabox,

  • Near a heat source such as a radiator, a heater duct or a location exposed to direct sunlight,

  • Near a cold air source.

A new controversy recently arose about the Institut Pasteur’s involvement in the COVID-19 outbreak. As the Institut Pasteur was the target of different fake news stories since the start of the health crisis, a dedicated page on www.pasteur.fr was created in response to these rumors.
